PROTECT delivers an integrated, evidence-led pathway to urban heat resilience by fusing high-resolution climate intelligence, hybrid cooling interventions, and operational continuity protocols into a deployment-ready framework across European cities. Front Runners (Trikala, Barcelona, Berlin, Torino, Tallinn) span 12 Areas of Intervention for rigorous demonstration and Followers (Glasgow, Istanbul, Prague) provide future plans for PROTECT solutions’ replication potential. A city-calibrated sensing–modelling–forecasting backbone —Urban Heat Data Cube, downscaled NST/UTCI forecasts, health-linked indices, and Risk Atlas—enables hotspot diagnostics, equityweighted mapping, and early warnings for neighborhoods and critical facilities. PROTECT operationalizes Heat-Resilient Intervention Packages, via CFD/ENVI-met simulations with multi-objective optimization and a maladaptation screener to select green–blue–grey portfolios that maximize cooling, hydrologic retention, and comfort while safeguarding water, glare, and equity; instrumented MRV kits verify real-world performance over ≥2 heat seasons. Risk analytics are translated into heat-day SOPs and playbooks for health, civil protection, utilities, transport, and workforce safety, orchestrated by a hyperlocal EWS and a Digital Resilience Toolkit with geo-targeted alerts and asset-aware guidance (shelters, fountains, shaded routes). Governance, capacity building, and finance is embedded through HRLL-driven co-creation, replication playbooks, and an Adaptation Financing Navigator. The 18 Innovative Solutions (ISs)—incl. VR co-design, nudging to HRCC, EOLiDAR, optimizers, modular NBS, grid/water resilience, heat-safe routing, coupled comfort, risk engines, hyperlocal EWS, Risk Atlas, KPI frameworks, and finance tools—close the innovation-to-deployment gap with interoperable, privacy-preserving, standards-ready tools that reduce thermal risk, protect vulnerable groups, and sustain critical services under escalating extremes.
