The overall goal of HOMER is to increase the security of European citizens by expanding the knowledge of European bodies about Home Made Explosives (HMEs) and thus their capacity to mitigate the threats presented by improvised devices based on HMEs. To this end, HOMER will implement a comprehensive study on HMEs by identifying and discovering information sources containing instructional material for the preparation of HMEs, including intelligence resources and (multimedia) content posted on the Web and social media. HOMER will analyse and assess these recipes in terms of the required raw materials and precursors for the manufacture of HMEs, their technical characteristics, their impact as explosive devices, and the possibilities of their detection using existing technologies. The obtained HME knowledge will be made available through a secure and sustainable operational knowledge management platform to law enforcement and government security agencies so as to support them in dealing with current and anticipated HME threats, as well as to manufacturers of precursors so as to enable their research in preventing or inhibiting the production of HMEs through the use of their products.
