Mr Votis Konstantinos was born in Ioannina, Greece, in 1978. He received the Dipl. Eng. degree in Computer Engineering and Informatics (2002) and the M.Sc. in Computer Science and Engineering (2004) from the Department of Computer Engineering and Informatics of the University of Patras, Greece. He also received an MBA from the Department of Business Administration, University of Patras (2007).

He is now a Ph.D. candidate at the Pattern Recognition Laboratory of Department of Computer Engineering and Informatics, University of Patras. His research is related with Web accessibility, Service Oriented Architecture in public administration, Semantic Web, Computational and Artificial Intelligence and Intelligent Agents. He has authored numerous technical publications for international journals and international conferences and events.

Since 2001, Mr. Votis has been involved in many projects, funded by the EC and the Greek Ministry of Research and Technology.
